We have setup backup 4 times a day, at 1AM, 11AM, 6PM and 9PM (01, 11, 18 and 21 CET) using maintenance plans. Full backup each time.

Try to use 1252NOR instead.
We always use that in our applications, and it has never created any issues for us.

It looks like it was an unfinished prosess in Windows 2019 Server which caused this.
The UT dept. investigated the issue and restarted the server.
Now, the CPU graphs is balanced as it should.

We experience exactly the same.
The overall performance after unload/reload from SA16 to SA17 has decreased by a lot.
Some queries that is super fast in SA16 takes "for over" in SA17, with high Idle time and the feeling that the applications hangs mu...
Actually, we have a WAIT BEFORE START in the maintenance plan (didn't notice it until now).
We will comment it out of the event and check the job the next couple of days.

There is no WAIT BEFORE or WAIT AFTER as far as I can see.
Perhaps that's a good solution for the midday backup when there is a lot of transaction?
Or will that only make things worse since there always will be a lot of connections open?
