How to send a notification managers when the performance form moves to a particular specific step

Dear folks,

How to send a notification to managers when the performance form moves to a particular specific step where manager input in the form is required? The purpose is to notify the manager that the form has reached stage 5, which is "Year-end evaluation", and the manager needs to enter the ratings and comments before a certain data, i.e, before the form moves to the next stage.

This will reduce the support requests received to open the form again for evaluation.
