Please create a case with SAP Support running schema search job from provisioning will fix the issue, if the issue is intermittent and if it works sometime and doesn't some other time we will investigate it further

For the reports scheduled from report center owner of the schedule can alone download the report from "My Jobs" section, users that are added as recipients can only get the notification about the start and completion of the schedule.
