I went through SAP documentation which talks about SAP Support backbone update for solman 7.2. Let me know if all the steps given in the below URL have to be performed in the managed systems as well.

Thanks everyone for all your help and inputs. Support backbone has been updated in all the systems, but in our CRM sandbox system, even after implementing support backbone, the oss notes are not using https connections to download the notes, its still using saposs rfc. I believe re-implementing the TCI note 2576306 as suggested by Dennis Padia in one of the forums ( https://answers.sap.com/questions/12736080/enable-snote-for-digital-signature.html ) will resolve my issue, but the question is how to do that. When I try to de-implement it says "No valid backup for package SAPK74000SCPSAPBASIS". Does someone know how to de-implement the note?

SAP has released a new SAP note 2851259 for troubleshooting digital signed note download issues and the below seems to be relevant for your issue.
Note log shows RFC is used for download even though HTTP protocol is configured in RCWB_SNOTE_DWNLD_PROC_CONFIG
Cause: RCWB_UNSIGNED_NOTE_CONFIG maintained to download unsigned note and unsigned note is downloaded in the system
Solution: First change the selection in RCWB_UNSIGNED_NOTE_CONFIG to Do not download Unsigned SAP Note.
This ensures only digital signed SAP note is downloaded.
If there is any other error message during download, check and fix the cause to download digital signed SAP Note.
