First of all check whether the note can be implemeneted in your system or not. For this check whether the note is valid for your release or not. If it is then check the support pack to which it belongs. Check in SPAM if thqt support package has already been implemented in your system. If it has been the the note cant be implemented. If the support package is not imported then there is a chance that this note can be implemented unless ofcoyurse it has already been implemeneted seperatelt through SNOTE by someone else. let us assume that release check and support package check are successful.
To implement OSS notes please go to transaction SNOTE in your development system. Then you need to choose GOTO in menu bar and then select SAP NOTE DOWNLOAD . A pop up would come and here you can give the OSS note number. Once the download is done you can find the OSS note in the node NEW. Open the node and search for the note using CTRl F. Once you find the note then double click on it. You will get the entire info about the note and here you can check if the note can be implemented or not. If it can be implemented then only can we proceed.
Now assuming we are on the screen which gives all the details of the note please go to menu bar select SAP NOTE and then select Implement SAP note. It will ask you if you want to implement the note . Continue. Also it will prompt you for a request (workbench request normally) ; Supply a request . Then note implementation will start and once it is complete you will get an information message.
Coming to your second question de-implementing OSS note. As far as I know OSS note cannot be de-implemented once they have been implemented.
