Regarding to your issue, please refer to KBA 3121688 - S-user ID authorizations for Designated Support Contact (DSC) access or Basic access - SAP Ariba Connect
The Ariba installation for your company account is 90971866, the two S-users you provided are missing authorizations on this installation.

For data security, our SAP always recommend customer to manage S-users/authorizations by themselves.
Thus please contact below Ariba cloud admin to help assign authorizations these two S-users.
