That's likely due to it being a different mechanism (whilst you expect a save and an onsave rule to trigger, it's sort of not). The same with HRIS sync, it doesn't fully count as an onsave, and thereby doesn't trigger those rules but instead the one specified on position management settings. With Contingent workers the work order sort of syncs the hire and termination record and thereby neglects a lot of other stuff likely.
