As per my opinion there is no direct link between Rel Code and User in SAP except through Authorisation role/object. Morever a single rel code can be assigned to multiple users in SAP, in such cases how do you identify the unique user for the rel code.
So it is worthless to determine link in rel code and user in table. You may refer auth object wherein you may get list of user ID having auth for such rel code and then using these IDs goto table USR21 and ADRP for user names as already suggested.
