does anyone know what exactly the Complementary Procurement Functions (Scope Item 2TW) are for? Or in other words: What does the scope item deliver?
2TW is not available for all countries.

Request clarification before answering.
Essentially I think you would not have the material type HIBE. This is key for MRO (maintenance and repair operations) processing. In a production site you would usually need some material like oil, lubricant or other special material types. These are not part of the finished product so are not direct material. At the same time they are usually stored somewhere on stock; this is from Material Valuation as well as inventory management a special situation requiring settings on materials to be different from both direct material and the usual indirect material .
If you are not producing goods, or are not using MRO processes or do not really care about the little impact such MRO processes and used products habe on your books you need not care about this
