Authorizations to Release Programs

Hello together,
We are on SAP Marketing Cloud 1808.
In our scenario we want to grant all user the right to release their own programs without using any workflow directly when they are on the program like described here.
Unfortunately it wasnt described there which catalogues has to be used to assign the correct catalogue to the user via the business role.
We could identifiy these two catalogues:
On the other side, user who are able to release programs should not be able to release campaigns to. For campaigns we use a workflow and here for example the roles of the second screenshot are assigned to to the specific user.
Does anybody how to model that all users can release programs?
