Install SAP ABAP

I m doing ABAP traninig nd need to install full SAP ABAP on my pc. Can any non-BASIS like me, install full SAP Abap. if not then what r the minimum technical requirments I need to know. plz can someone provide me the step to install full SAP ABAP. thanks.

Yes, you can install the sneak preview edition available here on SDN in the download section. Go to the link and install the stuff in the last column.
