Hi all,
If I want to develop some Z program (not modify the standard sap program), does it need any other kind of license (i.e. developer license), is it only required a name user license?

It's named a developer key (used to calculate a license), to be requested at SSCR at the SAP market place (support.sap.com)
The developer key is not related to standard or custom program, it's only related to modifying workbench objects. So you already have a key. If you want to check, when it's entered, it's stored in table DEVACCESS.

Thanks, I haven't modified the standard program, just write some Z program through ABAP workbench, does it require developer key/developer license? And it doesn't ask me to enter developer key

You request a developer key through SSCR. Modification or not of standard SAP programs is irrelevant. Without a developer key, you can't develop.

I can create some abap program in SE38 in dev environment, but I haven't applied an developer key before
