Call the URL via HTTPS without webservice

Is it possible to call bellow mentioned url via HTTPS without any Webservice?

This URl needs SSl certificate and we have UNIX as O/S on application Server.

https://secure.authorize.net/gateway/transact.dll

This URL needs SSL Certificate. It will not call the SSL certificate.

Use the Fm, WF_WINDOWS_EXECUTE and in the parameter option provide the website value you want to pass.
