What is the JDK and JRE on your machine....i am able to access ESR and ID with jdk1.5.0_11 and jre1.6.0_03 ....check if your jdk is above 1.5 ....also set the environment variables once you install the proper jdk.....similar question has been answered on SDN...may be a search will give you more or less same solution(s).
