I just recently installed a NetWeaver AS Java 7.50 and wanted to create a workspace folder in DTR using the instructions provided at https://help.sap.com/doc/saphelp_nw75/7.5.5/en-US/49/2506150ac616b4e10000000a42189d/frameset.htm
I enabled administrative functionality as described there and provided the credentials of the default "Administrator" user. However, after entering a workspace folder name, NWDS just reports: "(Could not create workspace folder) [Error DI.dtr.253003]"
Trying to use the DTR Shell as an alternative, I created a Run Configuration as described at https://help.sap.com/doc/saphelp_nw75/7.5.5/en-US/4c/2a16f2b88c5ed7e10000000a42189e/frameset.htm
After connecting, I issued
mkws -F -w //test
to create a workspace folder called "test", which takes a very long time to respond and then replies
The workspace folder could not be created Creating workspace folder 'test' failed.
Unfortunately, the error message does not say why it failed. Does anyone have an idea what I am missing?

thanks a lot for your detailed instructions. I fulfilled all the prerequisites.
The actual issue was that this was a fresh installation of AS Java with SAPDB, and the DB log area was full. After configuring the DB properly, I could create workspaces just as expected.
