tcode locked

Dear all,

For security reasons i locked some sensitive tcodes in our production system. When i am trying to unlock the same tcode (scc4) using sm01 in screen its showing unlocked but when i am trying to access that tcode its giving message tcode is locked please guide me regarding on this and give the solution.

Could you share the screen shot ? there is difference in Old and new version of SAP Netweaver
