If there is a change in the hostname, then you just need to follow the system copy method (recommended) to move the CI and AS to cloud. You need to run sapinst and select System Copy - Target System Installation for CI and AS. You may consider deleting the profiles of the old CI and AS from the profile directory. If you need the job logs and other traces then consider moving them from the old hardware.
If there is no change in the hostname and if this is on a Unix system then the other option is to create similar filesystems on the target node and move the profiles, environment files there. In any way system copy is the recommended way.
