This, most likely indicates the source of your problem. You either have too many procceses or one of the jobs is eating all of the resources on the server.
Try monitoring Task Manager and system resources to see if anything un-usual going on there.
You can also add -trace to your job servers command lines and see if it'll give you better insight.
