What is the error that you are getting ?
To check connectivity is fine, backup you routtab and replace everything with single line P * * * and test again.
Mat sure ports are opened and Public IP is NATed with local ip of your router.
Also share the routtab file.

Thanks for the instruction.
I followed the steps you provided but saprouter is still not running.
When I ran the command at os with sidadm usr, displays below error message:
D:\usr\sap\saprouter>saprouter -r -V 2 -K "p:CN=<HostName>, OU=<Customer No.>, OU=S
AProuter, O=SAP, C=DE"
trcfile dev_rout
no logging active
WARNING: wildcard character used in route target
Please see attached both files for saprouttab & dev_rout.
You routtab seems fine but formatting makes it difficult to understand.
For eg
"# R3 connection to SAP"
The above line is a comment and after this you need to specify which system/ips are permitted.
So, i cannot see any error specifically.
On the other hand, please read my 1st and 2nd reply for testing.
If test fails, then use niping to find the cause.

As I am configuring SAP Router for the first time and connection test error from SAPOSS RFC.
I am following the notes you mention, but still it gives RFC connection error. I fond user oss_rfc is not exists, I created but what specific roles required to this user and what type of user this should be, like: service user or communication user.
Services file is also maintained at local laptop, does it required at server?
Also Please see the dev_lg trace file

Correct the instance number to 99.
Refer 24177 for all issues 1st.
