According to SAP support, SAP BO BI 4.2 CMS (Central Management Server) database is an OLAP database and the recommendations in note 2470718 are valid for CMS database.
Can anyone confirm ?

It is not.
The note you mentioned is irrelevant for CMS DB type of processing. The KBA provided by Sharvari above is the right one.
CMS DB does lots of small reads with occasional large read and not a lot of writes (which are also fairly small), so your DBA will need to monitor and adjust parameters accordingly.

There are a couple of suggestions in the SAP KBA :

As such, no settings or parameters are mandatory from the product side. However, if the Oracle DBA would update statistics, rebuild indexes it would help in improving the performance.
If you are facing performance issues or any other issues with the CMS Database, it needs to be investigated for a root cause.

According to the Note, the recommendations are for SAP NetWeaver-based Products. SAP BusinessObjects falls under the Business Intelligence suite of products and hence according to me the Note would not be applicable for CMS Database.
