No technical system for TMS system SID (DOMAIN_SID) in DEV System

I am getting an error when trying to implement SAP Note via SNOTE in S/4 HANA DEV system. The error says 

"No technical system for TMS system SID (DOMAIN_SID)"

The checks in STMS transaction of S/4 HANA DEV system and checks in LMDB transaction of SOLMAN system seems to be fine. Also, I have checked all the SAP Notes mentioned inside SAP Note  2486161 and these SAP Notes cannot be implemented in our SOLMAN system.

Has anyone encountered this error? If yes, could you please help here.

are you using Charm with Solution Manager?

Then check CM_ADM_COCKPIT 

furthermore connect to your domain controller and test the environment in stms

Yes we are using charm. I performed tests to all system in domain controller. All connection test is OK. Also, in CM_ADM_COCKPIT what exactly we need to check

How is the STMS configurated?

you can check the configuration for your landscape in CM_ADM_COCKPIT with

otherwise lmdb livecycle status of your managed system is also active? and managed system setup in solman_setup  is also done correctly with all necessary rfc connections?
