lib_dbsl level wrong

Hi All,

I am trying to patch my SOLMAN 7.1 system. This is a fresh install running a Sybase database. I currently have kernel version 700.

I am using the latest SUM to patch the system.  During phase PREP_INPUT/KX_CPYCHK I receive this error:

However, my current version is:

Any ideas would be appreciated.
