JCo initialization failed with java.lang.UnsatisfiedLinkError: no sapjco3

Upgraded from 2211.21 to 2211.24.

When I do a build on my local,

• MacBook Pro,
• Sonoma 14.7.1,
• OpenJDK 64-Bit Server VM SapMachine (build 17.0.13+11-LTS, mixed mode, sharing)

I get the message:

no sapjco3 in java.library.path: /Users/david/Library/Java/Extensions:/Library/Java/Extensions:/Network/Library/Java/Extensions:/System/Library/Java/Extensions:/usr/lib/java:

I have placed the jar file into:

• /Users/david/Library/Java/Extensions
• /Library/Java/Extensions

I also followed https://me.sap.com/notes/0003415747, but still no luck I continue to get this error.  

What am I doing incorrect here and why has this become an issue now.
