CSV output with no Text Qualifier throws error

First off, we are on BI 4.1 SP01 Patch 2.  I want to schedule a Web Intelligence report with the output format set to CSV with no text qualifier (neither single or double quotes).  In this thread suggests this is possible...

Here is a screenshot of my Output Format options...

So I am able to specify nothing as the text qualifier.  However, when I run the report I get this error...

[IllegalArgumentException] <false> (Error: RWI 00011)

Am I doing something wrong?  Has anyone else gotten this to work?
