add SAP parameters

Hey, guys.

I will add SAP parameters soon.
The following three items will be added.
・login/min_password_lng
・login/min_password_digits
・login/min_password_letters

Confirmed by Trcd:rz11.
Dynamically Switchable was not checked.

Does this mean that the SAP instance needs to be restarted?
Please help.
