Master data workflow

Hi, Experts,

For master data , material master , BOM ,Routing ,in our company different colleges maintain different master data.

Is it possible to create a workflow for master data maintain in S4 HANA Cloud?

What about S4H On Premise 1709? Are there any tools to acomplish it rather than MDG?
