Whether it is a config or customization both are done to map SAP into client's business.I will give u a specific example between both.Creation of customer Account group,going for user_exits(i.e. coding) etc comes under customization.
Operations on the document types(or,lf,f1,f2 etc) i.e playing with existing fields or existimg functionality with out much effort is config.if u r not convinced kindly seek from others.
