What kind of data table SWOTICE holds? Basically whats the significance of this table?

To my knowledge, this table holds the entries of freezed table indexes during release of a request holding business objects and their delegations.
General problem encountered is that if two similar requests get generated there might be a conflict problem.
Better to transport one, once it is released.
This structure looks alike in all servers, dev, qual and prod

To understand generally why a certain table is used you can do the following:
in sell type in the table, check if it has online documentation (rarely this exists)
Also use the where-used list, CTRLShiftF3, ther you can see that it is used in 3 FM's.
Then either check if documentation exists for the Fm, if not, use the where used list for these Function modules.
Untill you get a basic idead why it's used.
