As said by our forum memebrs,you have to activate the ECM and do the necessary seetings in T code OS27 - Set Modifications
parameters for BOM's ,OS54 - Engineering Change Management Control Data,also you ahve to add this authorization object under all
the user's id's.C_STUE_NOH is to be added in all the user's roles,BASIS consultant can help you in this regard.
If this object is not present,though ECM remains activated,the system gives only warning message and will allow you to cerate or
change the BOM without ECN.
