The following is an extract from note 46570:

Symptom

Error message 5W300 'No active plan version exists' is generated when you
maintain the partner data in Customizing.
This error message is only
generated for partner functions that refer to internal partners (for example
user, partner type US).

Solution

'Customizing -> Personnel Planning and Development -> Global settings
for Personnel Planning and Development -> Maintain plan versions', then set
the active plan version -> 'Set active plan version'.
Alternatively, you
can also use Customizing transaction 'OOAP'.
