Has anyone used the IBIP_NOTI_CREATE structure (direct input) to convert notifications? Canu2019t seem to figure out which transactions code to use with the program. Have tried all I know of (IW21, IW51, QM01) but I keep getting an error that says those transactions arenu2019t supported. I have also tried NOTI_CREATE but get an error message that "transaction not in the internal control table". Any help would be greatly appreciated - thank you.

Try it with transaction NOTI_CREATE instead of IW21.
Also, make sure to read the documentation in transaction IBIP (blue 'information' button).

Thanks for the reply. Tried NOTI_CREATE, but receive the error message that the transaction is not in the internal control table.

Please see if the table SXDA3 is properly maintained. Go to SM30, maintain the table and select object 410 and table name IBIP_NOTI_CREATE. Click on 'Details', and verify the field value. It is probably set to IBIP_NOTI_CREATE but should be NOTI_CREATE only. Change that and see if it fixes the issue.

The onliy field I see in SM30 for IBIP_NOTI_CREATE is RECORDNAME, not TCODE. So, I have changed RECORDNAME from IBIP_NOTI_CREATE to NOTI_CREATE. So, in my LSMW which values should I now use for TCODE and RECORDNAME? Thanks again for your help - it is much appreciated.

Add the field TCODE to this table with the value NOTI_CREATE.
Sorry, I was wrong to suggest changing the RECORDNAME value to NOTI_CREATE - change that back to IBIP_NOTI_CREATE. Then just create a new entry by copying the one for RECORDNAME and use the field name TCODE. Uncheck the field 'Identifier'. The 'Field value' should be NOTI_CREATE.
Hopefully this will resolve the problem...

Set "Field Value" for RECORDNAME back to "IBIP_NOTI_CREATE".
Created a new record for TCODE and set "Field Value" to "NOTI_CREATE".
In my LSMW, I set TCODE = "NOTI_CREATE" and RECORDNAME = "IBIP_NOTI_CREATE".
Still getting an error message that says "Transaction not in the internal control table". I have some screen shots, if that would be helpful, but I don't think I can attach anything to this post.

Hm... that's disappointing. Not sure what else to suggest...
The TCODE should only be populated in the very first record of a transaction, not all of them.
I'd also check the data transfer program generated by LSMW to see if the correct transaction code (NOTI_CREATE and not IW21) is used.
If all else fails, maybe you could try to use BAPI_ALM_NOTIF_CREATE instead of the standard conversion program RIIBIP00? The object 401 invokes RIIBIP00, try to map to the BAPI and see if that works better.
Edit:
One more thing... it would be interesting to know where that error message is generated and why. So try to go to debug mode and set a break-point at the statement MESSAGE to locate the spot where the error is thrown. That should tell you what is missing from which table.
It will take a while to wade through all possible MESSAGE statements, but it'd be worth to find out the reason...
