HRFORMS Program not imported to Quality

Dear Friends,

                   I have developed one report using HRFORMS. It is working fine in DEV server ,

for testing purpose moved into quality and activated the smartforms and structure in HR forms

but when i try activate program it showing error like "Unable to find a tool to process the request".

kindly anyone help me out to  resolve the issue. Screen shot is attached.
