How to link text table with Y database table

I have created the Y table for storing department field and its descripton is stored in another table(text table).

So please tell how we can link the text table with the Y database table.

there you can fine the table realtionship.

No SQVI is for the sql query transaction , i want to create the link between database table and the text table.

So how we can create the link between text table and data base table.
