How to create appraisal document using customized program?

Dear All,

Our client is implementing objective setting and appraisal (Performance Managent, PD) with portal and workflow.

For that I need to create/prepare appraisal document for each employee using customzed program. Employee will have three level of appraisal supervisor, therefore the appraisal document created should have name of all the three supervisors, so that workflow will move the document to employee's respective supervisor, the program will read the supervisors deatils from HRP1001.Simultaneously the document created should have a status In-Planning.
