Go to https://websmp207.sap-ag.de/swdc > Downloads

Then go to SAP Installations & upgrades (2nd Sub-link under downloads)

You will find SAP Solutions For GRC (Last Link)

Click SAP GRC Access Control and there-after you can download the required GRC Component from the list
