getting error Date .. contains invalid characters while using BAPI_FUNCLOC_CREATE

I am trying to create new function location using BAPI_FUNCLOC_CREATE,

how ever i am getting following error ,

i have debugged thoroughly but i could not find why this error is occurring,

please can any one suggest solution .
