File upload UTF-8

Hallo Gurus,

we are currently in 4.6c (yeah, I know, it's a jurassic release).

I have a problem in uploading a file because it is in UTF-8 format and when I upload it I miss some special characters.

Is it possible to upload it in a correct way?

there instead of WS_DOWNLOAD use WS_UPLOAD.
