Hello,
This is very simple.
Have a look at the SAP Market Place.
The user is still registered there because the registration of the dev keys is not deleted on the SAP Market place when you delete a user in SAP.
Look under :
Keys and Requests
SCCR keys
My Companies Registrations
The algorithm only uses the "user ID" and "installation number" to generate the key.
This means that when you recreate the user ID the generated DEVACCESS key will be the same.

Now really, this is named hacking: the keys are encrypted using a very strong algorithm.
You may request to activate back the userid and you'll have access again. This is usefull unless the user was not deleted from the system. If so, then the user must be recreated and a new dev key must be requested by your admin from SAP.
