You can also add formatting using the formatting sheet and combine a specific account with a property from the time dimension. Select Add Member Property and use the add to multiple selection.
In the screenshot below I added a specfic account VD_2 to the multiple selection and the monthnum between 7 and 8 from the time dimension (using the second tab).
In this case also 2015.07 is formatted - if you don't want that, and only 2014, then use the time member instead of time property..

1) I think your solution is work only when month is between 7-8, But topic author already clear that report will be dynamic and those two member are offset of context member in above case if user select month 2014.05 then offsets will be different and formatting will not apply.
2) If you use year property in that yes it is possible but only for 2014 not for 2015, if it is fiscal year then this option is not suitable for this case. still if we use year property then for every year need to add formatting.
Your second remark is not completely valid regarding the year I think, but anyway...
I see the main point. I'm just wondering if in this case BPC formatting is just complicating things. Maybe native excel (conditional) formatting may just do..
One can also add conditional formatting using the formatting sheet, checking any condition you want based on your scenario, with either relative or fixed reference to excel cells on any sheet. This means that is easy to check the row account in combination with the selected offset etc.
