If we change the DB, the hint will just be ignored. The second keyword is the name of the DB in the hint.

If the the DB changes from Oracle, the hint will be ignored. That is why we have "%_hints oracle"

Optimizers need to be overridden all the time, that is the whole purpose of hints.
