You can plan using F1711 app which updates ACDOCP & use it for Manage allocations app.if you want the same plan data to be used in R/3 use transfer program R_FINS_PLAN_TRANS_CO_S4H_2_ERP to transfer plan data to CO Tables in R/3 & can use KSV5 etc

Have you flagged to option in G/L master record? Was the texts changed in PO to regenerate Commitment? If above has been carried out and did not help, raise an incident to CO-OM-OPA-D for our further analysis.

Do check if your commitment is value based or quantity based in CUNI transaction. And, cross check as what has been updated in commitments.
