When I am importing users from 4.2 to 4.3 I keep getting this added line added to a users security.

What am I missing in the setting in Promotion Wizard?

Which object are you setting user security for? Is it the user's personal folder, the user's inbox folder, or others?

It may have been something with your configuration in 4.2. I show the "extra" security line for the user in both 4.2sp8 and 4.3sp2.

And then is there a bug in Promotion management wizard?

Not that I know of.
