Why cannot provisioning S/4HANA Test Parallel? Cannot click Start Provisioning

Can we activate Test Parallel? I can see S/4HANA Test Parallel in the Systems to be Provisioned list, but cannot click 'Start Provisioning' button. 

How to get the Test Parallel system?

Hi customer,

The Entitlement Info beside the 'Start Provisioning' button shows that "To create a parallel line, submit a service request in the Services & Support dashboard in SAP for Me". 

So could you pls kindly access the Service Request application in SAP for Me and submit a service request per KBA 3600308?
