While creating QN attachment in API I am getting the authorization error

I have successfully posted the Quality Notification via API IN PUBLIC CLOUD. After creation while trying to create an attachment in Quality Notification using API /sap/opu/odata/sap/API_CV_ATTACHMENT_SRV/AttachmentContentSet, I am getting authorization error. I have used the system credentials SAP_COM_0153 (which is used for QN).

Kindly help me in resolving this issue

Are you able add attachment to Quality Notification manually?

We got same issue as you with API : User has no authorization for operation 01 on object QMQMEL.

What i see, app Change Quality Notification does not allow attach file directly (as you can do in Sales Order v2 eg).

The only opportunity is link Documents from Manage Documents, nevertheless i was not able link SAT document. 

So, main question, can you achieve desired result manually?

I have strong feeling if it still not possible manually, we cannot do it via API (despite of we have 'proper' api and communication arrangement)
