Where to download Crystal Reports Java Runtime?

I am attempting to get the most updated Java runtime for Crystal Reports and I am met with 403 errors. These are the links I'm following links while logged into my account:

This link works, but there are no direct downloads:

Ultimately it leads me to one of these two URLs which end up in 403s.

Edit: I've also received emails with similar links and they also result in 403s.
