Does the VS plugin for CR reports use the SDK, do I need to download the SDK if I want to use the plugin?
What does downloading the SDK give me?

It gives you the CR and RAS runtime .NET Packages.
Install the EXE on the VS PC, don't install the MSI package, only used for distribution.
See the 2 samples on the WIKI page, one for parameters and one for Printing and see what it can do.
