Underlaying Sections not working

Hello - I have a fairly complex medical report that I've had to update recently. I am adding an additional sub-report to the report and trying to make section it is in underlay the following sections. Here is the issue:

Report footer a

                    Subreport 1

                    Subreport 2

Report Footer b

Subreport 3

Subreport 4

This is how it looks in the design, what i want is for subreport 3 and 4 to be lined up with the top of the report footer a (giving the appearance of 2 columns). When i preview with my data the subreport 3 only lines up with the top of the subreport 2 and not all the way up. Also my current settings are for each subreport - keep object together and can grow ( note that subreport 1 is stretched veritcally to the max it will ever take up so that it can shrink but subreport 2 doesnt overlap it)

How do i fix this??

example current output:

                    Subreport 1

Subreport 3   Subreport 2

Subreport 4

example what i need output to be:

Subreport 3   Subreport 1

Subreport 4   Subreport 2

Hi Andrew,

Subreport 3 should be on top of Report Footer b for this to work correctly.

Could you attach a screenshot of the 'design' page if possible?

Report Footer A/B were just section names (not actual sections) - i figured out it was the keep together setting in the objects themselves. My issue is now though:

when Subreport 1 is supressed Subreport 2 does not move up to fill in the gap:

Current output

Subreport 3

Subreport 4   Subreport 2

Wanted output:

Subreport 3   Subreport 2

Subreport 4

Hi Andrew,

There is no way Subreport 2 can take Subreport 1's place, unfortunately.
