is there any transaction code to do adobe form? or is it SE71 or SMARTFORMS?

SFP , it is available from ECC5.0 onwards.

And Also Read the Adobe Life cycle Designer Help for more information.

You need to install the Designer first, when you are designing Adobe forms

I am not sure in your system ADS configured or not. Check it once with your BASIS.
