SUIM issue, Users Vs Transaction

Dear Experts,

Today I found a weird behaviour occuring in SUIM.

I was searching for the Users authorized for a perticular transaction (say SE11).

SUIM --> User --> Users by Complex Selection Criteria --> By Transaction Authorizations --> SE11 (or any tcode)
the result of the above is showing all the users in the system, not only this, but any tcode I used, it shows all the users, even though they are not assigned to them.

Also, when I removed all the roles from a user (zero authorization), then ran the report, still the result shows that user (with all the other users)

Not sure why is this happening. Occuring in all the servers (dev, qa and prd)

Version: EHP6 FOR SAP ERP 6.0 on Sybase

Has anyone faced a similar issue before ??

Please implement SAP Note 1710664 - SUIM| RSUSR002 returns incorrect results.
