SQL Anywhere Web Edition & Licensing Question

The FAQ on Web Edition states

"the purpose of the SQL Anywhere Server must be to support interactive web browser applications and all access to the SQL Anywhere Server must be from a web browser, except for administration and maintenance."

My question is if one was to write a .NET application that uses HTTPWebRequest/HTTPWebResponse or WebClient to communicate to the database via Sybase built in WebServices can the Web Edition be used? The connection would be over the internet using web calls but would not be from within a browser.

The Web Edition license requires that all end-user interaction with any data that originates from/goes to the SQL Anywhere database be via a browser application. Therefore if the end-user is not using a browser then AFAIK using the Web Edition license would not be an appropriate use of the license.
